According to the report, the lack of established procurement processes and non-professional purchasing are currently major impediments to market development. Generating faster-growing market demand in the field is the only way to achieve a substantial volume of eLearning content production and other related activities. Moreover, clients need support in the assessment of eLearning products and services, procurement, and profitability. As demanding clients, public buyers may also intensify the standardisation process, the development of good legal agreement practices, and the establishment of multi-partner production consortiums.
