Аннотация: Assigned by the Ministry of Education to compile an eLearning report, Member of the Finnish parliament, Markku Markkula, proposes the following actions: strengthening citizenship in the information society, developing value chains, accelerating market development, encouraging versatile collaboration, developing crucial human resources in e-learning, enhancing world-class performance in selected areas, such as game and simulator industry, and optimising the use of existing financial resources. According to the report, the lack of established procurement processes and non-professional purchasing are currently major impediments to market development. Generating faster-growing market demand in the field is the only way to achieve a substantial volume of eLearning content production and other related activities. Moreover, clients need support in the assessment of eLearning products and services, procurement, and profitability. As demanding clients, public buyers may also intensify the standardisation process, the development of good legal agreement practices, and the establishment of multi-partner production consortiums. Markku Markkula is currently the director of Helsinki University of Technology, Lifelong Learning Institute Dipoli.
